Abstract
The purpose of this study is to (1) identify long-term Brazilian foreign policies since the end of the World War II,$^ 6 (2)$ and to see whether these policies reflect any internal political situations. If they do, how and to what extend do they reflect domestic situations? Any such attempt necessarily brings our attention to the internal political situation. Therefore, it seems appropriate to -determine what are the basic issues and characteristics of Brazilian politics.
