Author Clements effectively utilizes his university teaching experience in economics to explore the deteriorating nature of U.S. student performance...and poses the unconventional view that while economic theorizes are based on observation, their evolvement may be guided by the theorist's political leanings. He also uses economic theory to show that it is inappropriate to use the expedient of just one fiscal criteria to explain economic occurrances.
