Abstract

Motion estimation deals with the estimation of motion parameters from a video. Conditional motion estimation is a technique that estimates motion for certain blocks selected based on a decision criterion that affects coding rate, complexity of coding scheme and quality of the reconstructed video. In this paper, we propose a conditional motion estimation scheme and present its ratedistortion analysis.
