Motion estimation deals with the estimation of motion parameters from a video. Conditional motion estimation is a technique that estimates motion for certain blocks selected based on a decision criterion that affects coding rate, complexity of coding scheme and quality of the reconstructed video. In this paper, we propose a conditional motion estimation scheme and present its ratedistortion analysis.
Paper presented to the 4th Annual Symposium on Graduate Research and Scholarly Projects (GRASP) held at the Hughes Metropolitan Complex, Wichita State University, April 25, 2008.
