Abstract
This is a study of three nonpartisan elections during 1960-1961 in which decisions of local importance were made by Wichita voters. The approach is that the voter was an authoritative decision maker in each election and the decision made was "partisan" in that the decision made was a choice of one or more alternatives presented by groups or persons who desired action directed at change or nonchange within the community.1 The purpose of this study is to describe the activities of groups or persons who seemed to advocate actions directed at change or nonchange within the community; to indicate the decisions made by the voters, either in support or nonsupport of the described groups' or persons' desired action; and to suggest characteristics which might identify the groups of voters who supported either change or nonchange within the community.
